In Nevada County, a neighbor’s complaint is enough to open a code case against you, and nothing in the code asks why it was filed. 530 UTOPIAN is the phone line built to change that.
Call about the letter on your table, or the rule behind it. The line doesn’t stop at the county line — there’s a Midway out past it, and it’s open.
We’re not the County. Not an emergency line. Nobody here’s a real person.
Do something
Three things you can do alone.
Read the enforcement code end to end. Nothing in it asks where a complaint came from, and nothing in it lets that answer end a case.
“Do this, or I’ll report you.”
In California that sentence can be attempted extortion. In Nevada County the complaint that follows it can still open a case.

How a threat becomes a case
- A fightA boundary, a business, a family matter.
- A threatDo what I want, or I report your property.
- A complaintA signed form. Not sworn. It asks nothing about the fight, and it tells the person filing it to allow four to six weeks.
- A caseA warning letter, then a citation, then a separate violation for every day — and five days to answer the first one.
[PUBLISHED] County complaint form (signature required, no oath; “allow 4-6 weeks”). [CODIFIED] Nevada County Code § 12.05.220; § 14.02.030(E). The report, chapter four
The Board has said it before.
Vigorous enforcement “often serves to stop progress and divert funds of the property owner from mitigating the violations to paying fines.”
The Board of Supervisors wrote that in 2009, when it refused to “emphasize enforcement over voluntary compliance.”

Case file
One property. Three complaints. No sworn statement.
The demand
A complaint alone should never be enough.
And if it’s filed to settle a score, it ends when the threat is shown.
Spite doesn’t make a bad roof safe.
- Always inspected
A tenant’s complaint about their own home is always inspected, whatever else is going on between them and the owner.
[CODIFIED] Health and Safety Code § 17970.5
- Always acted on
Danger an officer confirms is always acted on, no matter who reported it or why.

The record
The complaint form
Signed. Not sworn.
The County says its code division “is complaint driven as directed by the Nevada County Board of Supervisors …” The complaint it runs on asks for a signature, not an oath, and nothing about what’s between you and the owner. A false complaint made knowingly and maliciously is a misdemeanor under the County’s own code. The form never says so.

The only safeguard
“May consider”
When deciding which cases to work first, the Director may consider whether a complaint is “a vehicle to use the Code Compliance Division to retaliate or punish another party.” That can move a case down the queue. It cannot stop one.

Why a case was opened
No record
Asked in a public-records request for the documents that show why a code case was opened, the County answered in writing that it holds no record of that. Whether a case starts with a real hazard or a neighbor’s grudge, the County keeps nothing on file that says which. You can ask for yours.
